The League Commission is an independent body from the management board of Ekstraklasa SA, resolving disciplinary matters related to the Ekstraklasa competition and its Clubs. It was established in 2005 as a first-instance body and fulfils jurisdictional functions within the competition. The main premise for establishing the League Commission was the need for independent, impartial and transparent resolution of matters related to the Ekstraklasa competition.
The duties of the Commission include, among others, establishing disciplinary and financial sanctions for Clubs and players for non-compliance with the competition regulations. The appellate body against decisions of the League Commission is the PZPN Supreme Appeals Commission.
The Commission consists of five to seven members elected for a two-year term by the Supervisory Board of Ekstraklasa SA. Currently, there are seven Commissioners, from among whom a Chairperson is elected. Their duties include convening and chairing Commission meetings. This function is performed by Jarosław Poturnicki, who in 2024 was appointed by the Supervisory Board of Ekstraklasa SA for another term.
In accordance with the agreement with PZPN on the management of the professional league, revenues from disciplinary penalties imposed by first and second instance disciplinary bodies on Clubs or individuals participating in Ekstraklasa competitions are allocated in particular to financing the training of children and youth, organised and conducted by clubs or through the Ekstraklasa Foundation.
The specific allocation of these funds is decided by Ekstraklasa SA. In accordance with the agreement with PZPN, in exceptional circumstances Ekstraklasa may allocate these funds to cover penalties or claims for damages arising from the non-performance or improper performance of a contract concluded with the purchaser of television broadcasting rights to the competition for the title of Champion of Poland.
Upon receipt of funds from disciplinary penalties, Ekstraklasa SA allocates them in the first instance to co-financing projects carried out jointly with clubs and the Ministry of Sport and Tourism as part of the Akademia Klasy Ekstra projects, i.e. the joint project of Ekstraklasa clubs encompassing the promotion of football and football training for children and youth aged 3 to 19. The Ministry of Sport and Tourism has granted honorary patronage to all events related to the preparation and implementation by Ekstraklasa clubs of the Akademia Klasy Ekstra, Ekstra Klub and Ekstra Talent projects. The total co-financing of these projects by Ekstraklasa has so far amounted to several million zlotys.
